Brian Owens is a horror film director and screenwriter. He directed and wrote the 1992 movie Happy Hell Night, which featured former Kolchak: The Night Stalker star Darren McGavin as well as The Green Mile actor Sam Rockwell and future CSI actress Jorja Fox.

In 1994, Brian Owens wrote the story treatment for the John Flynn horror film Brainscan. The script for the film was written by Andrew Kevin Walker. The movie starred Edward Furlong and Frank Langella.
